201 Years of voluntary land recording-cause and effect of random systems

In the United States there are two quite different methods of boundary delineation in existence: the metes-and-bounds system and the rectangular system. Boundary surveys are being performed by registered land surveyors in private practice. None of the 52 states and territories make it mandatory to record all surveys and plans pertaining to property lines. There is no uniformity nor completeness of information across the land. The Real Estate Settlement and Procedures Act (RESPA) was signed into law in 1974. The law provides that the Department of Housing and Urban Development (HUD) develop a model land record system by 1980. Lawyers and surveyors have at last begun to focus on the need for a multi-purpose cadastre. European systems are being reviewed and considered a model that may be adaptable to American needs.
