The article examines the problem of tenure insecurity as it has been delt with in the realm of public policy. It discusses the causes and consequences of tenure insecurity in Latin America and focuses on the titling program in Costa Rica, which has attempted to resolve this problem. The nature and accomplishment of the Costa Rican program are described. Finally, survey data are employed to determine the impact of the program, measured against its putative benefits. The implication of these findings for titling programs are highlighted.
