Assessment of cadastral systems within the PHARE programme

Since the PHARE programme of the European Union started in 1990, substantial support was given to the land registration sector in the countries in Central Europe. With the support for cadastral systems the free-market in land and property was stimulated. For this reason asessment of cadastral systems have been carried out via strategic review studies. These studies have been carried out by the author in the Czech republic, Hungary, the Slovak Republic and Poland. In the next future the PHARE programme is the main financial instrument to help prepare countries in Central Europe for accession to the European Union. New assessments of cadastral systems are necessary to emphasise the role of the land registration sector in the accession strategy.
