The provision of information and communication technologies as widely used instruments in the public administration by the 80s of the last century had a major impact on the procedures and processes. It was not only information techniques which made a number of new methods feasible and smoothed the way to implement new strategies for the public administration. Communication technologies opened the gate to a new world even for legislation, as impacts by laws to the administration carrying out new regulations are no longer a matter of concern about the implementation, as existing measures and technologies allow nearly every proceeding even if it is rather complicated.
