Land plays a crucial role in development and therefore a policy is essential to balance the competing demands of exploitation and conservation of this essential resource. A land policy must enable sufficient land to be made available to meet a multitude of demands. This land must be suitably located and well serviced with the necessary infrastructure, yet its provision must be balanced against environmental requirements that add to the quality of life. To be viable as a development asset, it must also be endowed with security of tenure and available at an economically attainable price. So the formulation of a land policy is a complex information management problem whether land appears to be scarce or plentiful.
