Capacity building for efficent use of geospatial information

Capacity Building is something of a buzzword nowadays, and it is not at all clear that everyone means the same thing when they talk about it. Google contains a site with 13 definitions of capacity building for different application and, not surprisingly, there are many differences. To quote 2 examples: − Efforts aimed to develop human skills or societal infrastructures within a community or organization ….. (UN International Strategy for Disaster Relief) − (Development of) facilities, programs or other resources which help develop a communityys (organization or group) ability to perform specific tasks.. (Govt of Bristish Columbia) For the purposes of this paper we will take the second definition and adopt it for geospatial information (GI): − Capacity Building for geospatial information is the provision of facilities, programmes or other resources in the area of geospatial information which help develop a communityys ability to perform specific tasks requiring such information..
