Capacity building for land management : a key component of effective strategies for improving urban-rural interrelationships

Although land management is widely recognized as a crucial issue at all national and international policy, decision making and discussion levels, many countries are still not able to exercise it properly due to serious lack of professional capacity. The consequences of this lack of capacity become evident when looking at urban-rural interrelationships and the related unwanted differencess generated by unsustainable policies and resulting inappropriate land use practices. Implementation of sustainable land use and balanced urban-rural development are tremendous challenges, not only in developing countries, but all over the world, including Germany. Thus, there is a strong need for the implementation of capacity development strategies dealing with all topics of the wider field of land management in order to foster the development of healthyy urban-rural interrelationships. Naturally, this includes programmes which enable professionals to deal with highly complex issues as the implementation of land management projects and with other current national and international challenges. Capacity building programmes should hence be seen as a necessary component for a successful implementation of any land management strategy. The current trend of land-management-related capacity building programmes also following the guidelines provided by the Millennium Development Goals with respect to the need for global partnership is to build up networks, collaborative programmes and global academic partnership in order to profit from the respective core competences of the partners and thus to be able to contribute to sustainable development in a more efficient and effective manner.
