Challenges in the implementation of the Brunei Darussalam spatial data infrastructure

While there is widespread agreement that improved sharing of geospatial data will result in significant benefits to society, there are many practical challenges that have to be met in order to successfully implement a spatial data infrastructure (SDI). These challenges include: Working out where to start Bringing the technical level of local staff and contractors up to the level of international best practice in key areas Managing the long timescales that are common with government projects Reconciling a desire to make data freely and openly available with concerns about security and with the desire to earn revenue through data sales Managing many potential stakeholders with different viewpoints and agendas Successfully managing risk to ensure that the project will be successful We examine these challenges in the context of our current work to develop a spatial data infrastructure for Brunei, as well as providing comments and suggestions based on our experience to date.
