Commercialism and the public sector : the New Zealand experience

The New Zealand Department of Survey and Land Information (DOSLI), has the highest cost recovery rate of any surveying and mapping agency in the world. In eight years, it has undergone a major transformation from a production driven organisation to one aware of, and responsive to, its clients and market. In travelling this road, DOSLI has not just applied the usual, well tried marketing strategies, but also had to overcome obstacles and break new ground by developing guidelines on how a public sector agency should operate in the commercial world. This paper describes how this was achieved, how relationships with the private sector were developed, how a checklist is used to evaluate such relationships and the transfer of technology and expertise to the market. It concludes by highlighting some key issues about the partnership between the private and public sectors which still need to be resolved.
