Concept of an integrated general land inventory system

Only very few countries can claim a functioning cadastre. In most cases, the existing systems are technically worthless, not fulfilling even the traditional fiscal or juridical role assigned to cadastre. These systems are maintained by a formidable outlay of manpower and energy. In the meantime, however, in addition to the traditional cadastre information, there is the pressing need for a reliable and up-to-date, dynamic land information system, which could be used by the complex society of today for the general management of the countries' resources and life. Modern surveying and mapping technologies can provide an efficient solution to these new demands, and at the same time, inject new life into the cadastral system. Such an integrated approach, to be successful, must be based on a cadastre, which in turn must be adequately formulated and adjusted to meet new requirements and conditions, including technological considerations.
