Conceptual model for Vietnamese LIS : the concept based on object-oriented technology

This study finds that the Land Information System (LIS) prototypes developed so far in Vietnam could not be deployed because they do not meet the requirements imposed by the newly enacted land law in 2003 including the recent user demands. This paper firstly analyzes the current situation of land administration, and land information products and services required by various land related organizations at both national and local levels. Various initiatives on the LIS prototypes developed so far in Vietnam are then discussed and compared with the actual requirements. The institutional and technical requirements are then translated into OO system modeling concepts using Unified Modeling Language (UML). Secondly this paper emphasizes the needs of multi-level system models in which organizational, functional/process and data models are key elements at central and local offices including intra- and inter-communication with the users. In the proposed model, land information is accessed using web technology by all users via land administration portal maintained by the central office. The provincial land offices maintain provincial databases, and perform regular updating and management of land information within their jurisdictions. The last part of this paper concentrates on conceptual model for the Vietnamese LIS, which is validated using the UML based specification Environment (USE) tool with Object Constraint Language (OCL) including constraints and (pre- and post-) conditions as a part of system specification. An experiment related to this model shows that a validation approach provides precise specifications of a LIS which is considered as an important role for system development, and hence Spatial Data Infrastructure (SDI) for sustainable development in Vietnam.
