Contextual and cultural issues in quality

The central theme of the paper is an examination of the impact of culture on aspects of quality assurance in surveying education in higher education institutions in different countries. The significance of a country's political, economic and social norms are acknowledged and contextual issues discussed, including their impact on power structures in higher education institutes. The greater part of the paper is devoted to examining aspects of culture and their varying influence within university organisations.
