Current restitution laws and drafts of new laws protecting property rights in Bulgaria

Katzarsky, Ivan & Genkova, Stefka

The changes in Bulgaria since the end of 1989 have strongly influenced the economy of the country. Economic structures are being changed, the participation of the state in economic life is decreasing, its relations with the private initiative in trade, crediting and banking are in a state of flux. The six laws on restitution already in force and the three draft laws on cadastre, land registration and land consolidation create conditions for protection of ownership of immovable property, for the development of the contemporary cadastre and title land registration. These laws are a prerequisite and a guarantee for successful completion of the agrarian reform, for the development of the market economy, including the market for land, as well as for the stimulation of foreign investors.
