Since 2004, the Government of Rwanda (GoR) has been designing and establishing a new Land Administration System, which includes the development of a land policy and a coherent regulatory and institutional framework. This paper gives an overview and a technical and economic analysis of the process, particularly with respect to the Land Tenure Regularization (LTR) element and, based on experiences gained in four trial areas, recommendations for a nationwide roll-out of LTR.
