Developing the social component in the systematic registration project

The National Agency for Cadaster and Land Registration (ANCPI) is performing for almost two years the implementation of the project Complementing European Support for Agricultural Restructuring CESAR. The general objective of the Project is to facilitate market-based farm restructuring through enhancing the ability of small farmers, farm family members and farm workers to manage their assets and income. Under this overarching objective, the project will assist the Government of Romania (GOR) in completing the property title registration of land assets in rural areas to improve the security of land property rights and reduce transaction costs on rural land markets. The main objective of the Project is to develop systematic registration of immovable properties in 91 communes from 16 counties. ANCPI started in 2011 a pilot systematic registration project in 19 communes and in May, 2012, has extended the process in other 31 communes. The systematic registration works are completed in two pilot communes and in 8 communes the local offices for cadaster and land registration (OCPI) are checking the works.
