Development and implementation of the land information system in Uganda

The development and implementation of the Land Information System (LIS) in Uganda is buttressed by the growth of the policy and legal framework in the 1990s, which resulted in the Land Sector Strategic Plan (LSSP) 2002 2012. However the development and implementation of the LIS was also supported by a number of related studies carried out from the late 1980s to around 2007. Although attempts at rehabilitating the Land Registry, which included an aspect of basic computerization, started in 2003, concrete steps towards actual development and implementation of the LIS started with the Baseline Study for the Land administration in Uganda, which also took into account all the studies and efforts to put in place the LIS. This was followed by the Preliminary Design of the LIS in 2007 and preparation of technical requirements and other procurement documentation for its development and implementation. Phase I of the LIS development started with the design of the LIS and piloting in six (6) Ministry Zonal Offices. This was done through the Design, Supply, Installation, and Implementation of the Land Information System and Securing of Land Records (DeSILISoR) Project which was started in February 2010, with funding by the World Bank implemented by the IGN FI/IGN France Consortiumm with major LIS software support provided by Thomson Reuters. The main objective of the Project was to contribute to the establishment of an efficient land administration system in Uganda, to facilitate and improve the delivery of basic land services to the population and improve land tenure security. The project duration was three (3) years with one (1) year of maintenance and ended in February, 2014.
