Different approaches to mass valuation : some reflections

Mass valuation for tax purposes has been carried out in Sweden in more modern design during most of the twentieth century and regularly with short intervals since 1950. Today all real property units are objects for general assessment every third year. Multiple regression analysis (MRA) has come to wide use both at traditional real pro-perty valuation and at the mass valuation process in Sweden. Contributions to use and understanding have been done by several Swedish researchers. Mats Wilhelmsson, Royal Institute of Tecnology used MRA for studies of the influence on property values of traffic noice and Rune Wigren, Institute for Housing and Urban Research linked to Uppsala University studied dwelling house prices in Sweden with use of MRA. Numerous studies have been carried out at the Valuation Division (and later at Division of Cadastral Services) at National Land Survey (NLS) with MRA as components of the general assessment process. NLS has also substantially contributed to the development and the improvements of the continuously ongoing general assessment process through integration of MRA and geographic information systems (GIS).
