E-administration of land based on dialog between government and people

E-Administration of land is an electronic system for land administration that has been established toward an E-Government. This is also a tendency taking shape in construction and modernization of land administration system in developing countries. Depending on its own situation, each country determines a specific appropriate roadmap for construction of E-Administration of land. So far, this issue have been considered and analyzed almost from an IT perspective focusing on computer hardware & software, telecommunication networks, and data infrastructure construction. This paper aims to mention the issue from another perspective: letts analyze from the benefit of E-Administration of land in terms of creating immediate effect from the system just before having any technology solution and before completing any data infrastructure. With todayys commonly used tools for Internet exploitation, we can satisfy everybodyys right of access to existing information, satisfy the reform of administrative procedures in land administration, satisfy the acquisition of opinions from land users on the land legislation and land use planning, satisfy peoplees requirements of participation in state decision making, satisfy citizenns requirements of fighting directly against corruption. These requirements will be satisfied if we succeed in a dialog system between government and people, on-line or off-line, directly or indirectly. This paper also deals with experience obtained through the implementation process in Vietnam.
