Economic criteria for multi-purpose cadastral systems development

The raison d''tre for any public undertaking ultimately rests in the expectation that it will fulfil certain needs of the community. The growing interest in North America in developing mult-purpose cadastral systems is predicated on the belief that such systems will most effectively provide those land tenure registration and information services required by the general public. This belief must be rigorously evaluated in terms of documented public requirements. The value and performance of a multi-purpose cadastral system in responding to community needs cannot generally be determined in the classical economic forum of the marketplace. Instead, special methods for evaluating the feasibility and monitoring the effectiveness of cadastral systems must be developed. Recent economic studies carried out for the Maritime Provinces Land Registration and Information Service are discussed within this context. Some areas of continuing concern are explored.
