Electronic signature
Batenburg, Th.H.G.M.
I am probably the odd man out in this company, but we do have many things in common. However, before I start my talk about electronic signatures, I would like to tell you something first about my background. I am, I still am, a civil-law notary practicing in the Netherlands. Together with the Royal Notarial Association, I began a study in 1996 whether there were any opportunities for a civil-law notary to issue electronic signatures. It was our belief that especially a civil-law notary, someone whose profession demands of him or her that he or she has to be independent and impartial would be pre-eminently suitable to be that independent agency that issues electronic signatures. A year later, at the end of 1997, DigiNotar was formed. And today, in 2007, DigiNotar is an officially government recognized and certified supplier of qualified electronic signatures in full conformity with the European Directive on Electronic Signatures. We are, what is technically known, the Certification Service Provider, CSP for short. DigiNotar has issued qualified certificates to nearly all the civil-law notaries in the Netherlands as well as to the relevant representatives of the Netherlands Land Registry Office. With these certificates notarial transactions can be submitted to the land registry..
