Public officials deal with the themes of reorganization, administration and valorization of the real estate as shown in the regulations. The case in examination will explain in particular the economic affordability of the transformation of an abandoned area, managed by the city of Paratico (Brescia), situated in front of the Sebino lake. One of the objectives of the Local Administration is to turn a disuded goods railway depot in a urban park. The study proposes the analysis of the economic convenience of upgrading the section under consideration, through the choice of the highest and best use (HBU) and the determination of the transformation value. The market value of the examined section passes through the achievement of a financial model (cash flow) that is based on assumptions concerning the active and passive posts of the real estate operation and the capitalization rate. According to the International Valuation Standards (IVS) and in compliance with the Italian standard (code of real estate evaluations Tecnoborsa) will be explained the tecnical-scientific procedures in order to demonstrate the prefixed goals and the required valorization of the real estate.
