The urbanization in Ethiopia has followed the same pattern as in most of African countries. The rapid increase of population in urban areas is causing a need to improve the land administration services in the urban centres of Ethiopia. The Government of Ethiopia has decided to invest in a new urban cadastre system
development. The urban cadastre system has demanded a land administration domain model that may serve the intended Ethiopia’s Urban Cadastre. It is actually, an issue of producing LADM Country Profile of Ethiopia. The Ethiopia Land Administration Domain Model (ELADM) is based on ISO 19152 that has been customised to fit in the Ethiopian case, i.e. with national urban legal  cadastre legislations and with multilingual, multi-cultural context. The general structure of ISO 19152, i.e. the packages related to Party, RRR,
Spatial units and Surveying, has been kept in ELADM. The adaptation to the Ethiopian context has mainly involved customisation of code lists and external registers, specialisation of some feature types, simplification (not adopting useless concepts) and proposal to register the professionals responsible for
administrative and spatial sources such as notaries and surveyors. The ELADM has been developed in UML using the Enterprise Architect tool. This document complements the descriptions providing more details or rationale for choice and UML file by displaying UML diagrams. The briefing points out the main differences with ISO 19152 and the reasons of these differences. The ELADM is the starting point for implementing the land registration system and possibly for a future national standard. It should stay a living document requiring further evolutions on interregional-cities institutional modelling workshops.
