Formation of real property state cadastre system in Latvia

A well-established system for evaluation and registration of real property provided the appropriate order and sustainability of the national economy in Latvia before the year 1940, and a stable legal base supported the development. The order was destroyed through the next five decades, and the cadastral evaluation of the land was completely denied. However, Latvia does need a cadastral system. Data are compiled of changes in ownership rights in the course of 200 years: how the land, formerly private property, turned in to an object simply for use, and subsequently regained the status of private property. Four main components are chosen to develop a cadastral system: any property should have its bounderies, there should be a plan where any object in the parcel is indicated, the real property should be evaluated and it should be registered in the cadastral register and landbook.
