Governance of large scale agricultural investments in Africa: the case of Ethiopia

This paper is based on a study commissioned by the World Bank to evaluate the current policy, legal and institutional framework (PLIAF) regarding large‐scale agricultural investments in Ethiopia. The evaluation was carried out on the basis of a diagnostic tool prepared by the World Bank comprising of a set of indicators and sub‐level dimensions that have been designed to evaluate the context in which these investments or investment proposals take place. 42 PLI dimensions focusing on a set of issues related to land, investments, and social and environmental safeguards have been used to assess the governance situation of large‐scale agricultural investments at the national level. The process and methodology used to carry out the assessment basically comprised of two steps. The first step involved conducting expert investigations by gathering data and information relevant to the respective PLI dimensions through the collection and analysis of existing policy and legal documents relevant to this study; available statistics; published reports and other forms of accessible primary and secondary data and information. To some extent, interviews were also made with relevant stakeholders at both the federal and regional levels.
