The debate surrounding land acquisition and the role of the government continues to persist in many developing countries.
In India, amendments to the Land Acquisition Act of 2013 (LARR) were criticized.
Several land experts commented that the changes would have an adverse effect on the rights of the land owners.
This paper is an extension of Sharma et al. (2015) and Sharma et. al (2018)
Sharma et al. (2018) demonstrated that eminent domain as an ultimatum is an essential strategy for land allocation, if private negotiation does not allocate land efficiently or fails altogether.
However, it is difficult to deny the political difficulties of imposing eminent domain.
