How to enhance good land governance through learning and capacity development on transparency in land administration

Good governance is the centerpiece of good land management and administration. Developing the necessary processes, tools and capacities to support the day to day service delivery responsibilities of land actors and improve transparency in land administration has not been easy. A carefully designed program to effectively enhance transparency in land administration has been successfully implemented in parts of Asia and Sub-Sahara Africa. Over 160 change agents have gone through the exercise. This paper takes you through the process of designing, implementing and evaluating a learning and capacity development program on transparency in land administration. The training toolkit that resulted from these programs provides insight and clarify important concepts, partnership, approaches and tools for undertaking learning in transparency in land administration. Lessons learnt from executing the program have led to important conclusion and recommendations. These include identifying what works and what does not in governance related capacity development.
