IALTA: an integrated approach to capacity building

Parameters of good land governance are multiple and interconnected, one of which is the capacity of different stakeholders in participating in land administration. In particular, government needs to administer land in the best interests of all including those weak groups who are most likely poor and vulnerable to natural, economic and political risks. The need to develop a pro-poor land administration system remains a huge challenge for many countries in Africa, Asia and Latin America where some governments lack capacity or strong political will to make institutions work for the poor. In these regions, pro-poor social and political changes have yet to be systematically, comparatively and thus critically understood. As successful pro-poor land administration programs hinges upon how these issues are reflected and turned into appropriate practices, land professionals need to make a more prominent contribution to land policy reform by offering the needed insights into the conditions and dynamics of appropriate land administration systems.
