Integrated Rural Development : a Challenging Task and Roadmap for Development of Rural Areas in China

This paper describes the approach of integrated rural development to improve the living conditions in rural areas in China as a contribution to territorial justice. The tools of land consolidation and village renewal supports the implementation of sustainable rural territorial development to achieve equivalent living and working conditions in rural areas. The objective of this approach is not only focused on agriculture. To improve living conditions, the tasks of integrated rural development must extend to all aspects of life based on the basic functions of human existence. It includes work, housing, leisure and recreation as well as communication. Those factors have to be considered and improved in the specific area where the integrated rural development is carried out. It covers ecological, social and economic aspects which are the pillars of sustainable development. It also includes ethical values and norms as well as an approach of justice. Based on an ongoing pilot project in China, with the background of German experience, it is worked out, what are necessary elements such as key factors and key actors, to achieve better living conditions based on a sustainable development. The aim is to support and stabilize the municipality. Improved living conditions and therefore providing chances to rural population that can contribute to reduce migration. In addition, the role of rural municipalities as key partners for all actors implementing rural territorial development is worked out. Conclusion is that institutional and political frame conditions should help to implement an integrated rural development approach. The role of a sound territorial development, especially rural territorial development was described.
