Integrated WebGIS in the Republic of Kosova

For several years, a large GIS database in Republic of Kosova, has been hosted and maintained in different Ministries and Institutional units. There were created local database with local attributes and features. Most of the content of the database is very important for the work in those institutions, but it was difficult to harmonize and link with other GIS units within governmental institutions. Analysing this situation on GIS data, Government of R. of Kosova on 15 May 2008 decided to establish political and technical working GIS group to create a National System of WebGIS in Kosovo. These groups were working on a strategy to establish national Geographic Information System (GIS) in Kosovo. Political group led by Prof. Dr. Blerim Rexha, deputy Minister in the Ministry of Mine and Energy, had to do the attendance/observation over the realisation of this project. Technical group had to prepare and implement GIS strategy. Upon the instruction set forth in this document, this working group was prepared and directed by Prof. Dr Murat Meha and by the financial support of the Ministry of Energy and Mines. First concrete activity was taken in implementation of the national WebGIS creation of ground infrastructure for national WebGIS in Kosovo. In the Government of R. of Kosova are 17 Ministries. For the first stage of national WebGIS in Kosovo is the project to integrate in existing data under the possession of Ministry of Transport and Post & Telecommunication, Ministry of Energy and Mines, Ministry of Environment, Ministry of Spatial Planning, and the Independent Commission for Mines and Minerals This system will provide equal access to all actors involved by serving various data, could be that geographical, textual, table data, diagrams, statistics, graphs and map data (digital dynamic maps) from the center of Information Technology of the Kosovo Government. Application of new technologies will create a system which will make all geographic data accurate and available in digital format in most critical moments, in processes of making a decision or in provision of services. These are under the responsibility of governmental bodies as well as serving to meet the standards and mission set by Kosovo Government. On the other hand this initiative is a follow up of projects that are acknowledged throughout the main principles for creation of National Infrastructure for Spatial Data (NSDI) and it is applied for certain directives from European Union INSPIRE. The project document contents a specification of the hardware and the software that is required for an application and a database server. The aim of this paper is to show progress on Integrated WebGIS in the Republic of Kosova in its first stage and its perspective.
