Issues related to land administration

During the FIG-FGF event on Land Policies and Good Governancee, held in Yaoundd, Cameroon, a training event (Oct 23rd 2013) and an International Symposium (Oct 24th 2013) were organised. More then 100 land professionals (with legal and surveying backgrounds) joined in this successful meeting. This paper is a composition of the main issues from two presentations during those two days. The paper also includes some highlights from the discussions. Traditional and conventional approaches in Land Administration are time consuming and expensive. Alternative approaches are needed in order to get all people to land relationships documented. The need for alternatives is discussed in the section 2 of this paper. A so called fit fro purpose approach in Land Administration was intensively discussed during the two days event. This approach, as developed by Prof Enemark, is briefly introduced in section 3. Recognition of all tenure types is crucial. This is about customary and informal tenures. This is a key issue in Cameroon and its neighbour countries. The fact that all lands are presumed to be state ownership is in conflict with the tradition. UN-Habitats Continuum of Land Rightss can be adapted here. This continuum includes not only formal ownership; also customary and informal tenures are included as well as other types of people to land relationships. The next issue concerns the Land Administration Domain Model, LADM. This International Standard is a conceptual model which can be used to implement the Fit for Purpose approaches in the context of the Continuum of Land Rights. The LADM is introduced in Section 6.
