Land administration systems in e-government

A good land administration system filled with reliable data is essential in the National Spatial Data Infrastructure (NSDI) of a country. Using this NSDI, governmental bodies can fulfill its tasks with respect to land management, justice, land use and planning issues. In the last decade, all kind of electronic services provided by public bodies, start making use of this data and infrastructure. In other words, land administration systems become part of the NSDI, allowing for e-government services. In the Netherlands a system of key registers is being developed, in which cadastral information is just one of the key registers. Among others, the population register, the commercial register and the topographic register are also part of this system. Location (geoinformation) is an important unifying aspect within the key-register system. Without this system, e-government services in the Netherlands can not flourish to the desired level of accuracy, legislation, speed and required user applications. In this presentation attention is given to the developments in society (technology, automation, digitizing and demand) that define the innovation demand within organizations like the Dutch Kadaster. This affects the required level of knowledge, the ability to adapt to technological changes, the way things are organized and the degree of collaboration with other parties.
