Land consolidation as part of rural development in Lithuania

Daugaliene, Vilma

Powerpoint presentation.

After regaining the independence in 1990, land reform based on the restitution of land ownership rights to the previous owners and their successors have started in Lithuania in 1991. Due to the restitution of ownership rights to the real property available in kind as well as conveying to the ownership of persons land parcels of equivalent value without equitable payment small parcels of cultivated land are prevailing, farms were formed without designing the layout of their land tenures. The fragmentation of land parcels encumbers the organisation of agricultural activities and increases the costs of production. Also the infrastructure in rural areas is poorer than in urban areas. Disparities between rural and urban areas are apparent when water and electricity supply, road network, centralised heating systems, sewage pipelines and telecommunication networks are compared. In the framework of the EU rural development policy land consolidation is a tool for solving jointly the issues of increasing the competitiveness of farms, environmental protection, fostering landscape, natural and cultural heritage, rational use of natural resources and improvement of the quality of life in rural areas. Activities of the Lithuanian Rural Development programme are closely linked with the land management instruments, and support is directly foreseen for land consolidation. Land consolidation in Lithuania is designed as a tool for sustainable rural development and it was successfully tested in the previous EU financial period of 2004-2006 (14 first land consolidation projects implemented). For the present EU financial period of 2007-2013 a new series of land consolidation projects will be financed.
