Land consolidation (LC) in Cyprus : the alternative dimension

The prevailing land tenure structure in Cyprus with its associated problems, hinder any rational development, agricultural or other. Land consolidation and reallocation measures (lc) were adopted in 1970 by the Cyprus Government as a basic and urgent land reform aiming at the strengthening and modernization of agriculture which in 1960 was the backbone of the economy of Cyprus. The Land Consolidation Department (LCD) of the Ministry of Agriculture, Natural Resources and Environment (M.A.N.R.E.), is entrusted with the co-ordination, administration and execution of land consolidation and reallocation measures in Cyprus, in agricultural land (Consolidation and Reallocation of Agricultural Land - Agrotikos Anadasmos), in accordance with the overall rural policy of the Government, which aims at raising the agricultural income and creating a better working and living environment for the farmers and the rural population in general. Since 1970 the LCD has skilfully implemented the provisions of the Consolidation and Reallocation of Agricultural Land Laws (1969 to 2003), and has professionally entered into the spirit of changes in rural areas: economic, social and psychological, as land ownership in Cyprus has a utility that extends far beyond the economic value of land itself: the prossession of land (particularly inherited land) be it large or small, signifies wealth or poverty, power, authority, memories and nostalgia, a strong bond with the land. Despite enormous difficulties (institutional, financial, psychological, technical), lc has made great progress: 72 completed lc schemes of a total area of about 17500 hectares and another 50 schemes of a total area of about 8400 hectares under way.
