The movement of "civilization" into the islands of the Western Pacific brought many new ideas. In the Northern Mariana Islands one of the most historically significant of these new ideas has been individual land ownership. Within the past hundred years four foreign governments (Spanish, German, Japanese and American) have administered these islands and imposed various concepts of land tenure upon the indigenous.
