Until recently, activities on behalf of housing for the urban poor were confined to building techniques. At present the conviction is growing that the main problem is also access to sufficient land, well serviced with basic infrastructure, suitably located and provided with secure tenure rights. Consequently the role of a government should be to take care of an adequate land disposal and if necessary acquisition of land. It is pointed out in this paper that an acquisition policy requires a land registration, incl. cadastral, system to determine which land is suitable for acquisition, who is the rightful claimant to deal with and to set up a fast procedure of transfer of tenure rights, giving the necessary (legal) security of tenure.
