Large scale infrastructure development and land rights in South Sudan

The present study aims at identifying main land-related issues that arise in area of large-scale infrastructure development in South Sudan. It focuses on road construction/rehabilitation projects and the Hydro Power Project, a transmission line to evacuate electricity from the Fula Rapids Hydropower Plant on the White Nile to a substation outside the capital city Juba in South Sudan. It analyses institutional and legal framework, as well as challenges encountered by the actors working for the implementation of such projects. It examines lessons learned and best practices which they have put in place in order to provide recommendation to assist relevant stakeholders, including the government of South Sudan, in developing guidelines for infrastructure development in line with international standards on land rights and communities engagement. It aims at supporting the discussion on the identification of minimum standards for compensation and resettlement and of safeguards to allow the participation of communities prevention and/or resolution of possible conflicts arising over land as consequence of the implementation of large infrastructure projects.
