Lesson learned from MCC land evaluations

Investments in strengthening land and property rights have played a key role in MCC’s portfolio since its inception in 2004. To date, MCC has invested $500m in land projects across 21 countries around the world. MCC has also maintained a strong commitment to accountability through independent evaluation. Reflecting this commitment, a total of 16 independent impact and performance evaluations of MCC land projects have been completed, with an additional 3 evaluations planned or ongoing. The purpose of this paper is to reflect on this body of evidence and experience in order to draw lessons for future land programming and evaluation both at MCC and elsewhere. The paper begins by describing land programming at MCC, followed by summaries of MCC’s completed land evaluations. The paper then synthesizes the findings from ten of these evaluations, and distills a set of key lessons that emerge from the synthesis. These include lessons with broader relevance to land sector programming, operational lessons and recommendations specific to MCC’s model and processes, and recommendations to improve the learning value of future land evaluations and research.
