Moving towards transparent land governance : land and property confidence in Georgia

Meskhidze, Ekaterina

Georgia was a Soviet Republic in 1921-1991. Consequently, there was no private ownership of real estate and the experience of its administration. According to the Constitution of Soviet Socialist Republics the private ownership on land was abolished and the entire land was officially declared the state property. Civil circulation of land plots was prohibited. Terms, such as: private propertyy, as well as purchase and sale of land, land price, land market, transfer of land by inheritance, etc. became unfamiliar.
