Nature SDI+ : a best practice case for INSPIRE implementation in European protected areas
Boes, Ulrich & Raina Pavlova
INSPIRE will establish a European Spatial Data Infrastructure and achieve general data availability. Data will be accessed via the European INSPIRE Geoportal or national geoportals. Its implementation will however take some time, in particular in areas that go beyond the INSPIRE Annex I data. Examples and best practice cases are needed. The project NATURE-SDI+, funded by the European E-Content+ Programme, will establish such a best practice case for protected areas in Europe, considering in particular NATURA2000 requirements. The project contributes to the INSPIRE implementation with specific reference to a cluster of data themes on nature conservation. The project harmonises national datasets corresponding to INSPIRE Annex I and III themes protected sites, biogeographical regions, habitats, biotopes and species distribution and makes them therefore generally accessible. A European metadata profile and data model compliant with the INSPIRE Directive is developed. Data will be made available via a protected areass Geoportal which corresponds to a demonstration infrastructure based on an architecture compliant with the INSPIRE principles in order to provide general data accessibility. One project activity is to establish the NATURE-SDI+ community by involving new stakeholders; share data and best practices; improve and stimulate exploitation and the re-use of information on nature conservation. This Community will also demonstrate the effectiveness of the NATURE-GIS thematic SDIC (Spatial Data Interest Community) that is already registered with INSPIRE. Training and dissemination will ensure widespread awareness. The paper will introduce INSPIRE, the datasets relevant for nature conservation and present the NATURE-SDI+ project.
