In my capacity as Executive Director of UN-HABITAT, I welcome all of you to this Expert Group Meeting on Transparency in Land Administration: A Capacity Building Agenda for Africaa, organised jointly by the Global Land Tool Network and the International Institute for Geo-Information Science and Earth Observation (ITC). As Director General of the United Nations Offices in Nairobi, allow me also to welcome you to the headquarters of the United Nations in Africa, and to this beautiful country Kenya. Allow me to get straight to the point. There are very few issues that are as contentious and complex as those pertaining to land and secure tenure. If we do not deal with this most politically sensitive and difficult agenda, we will fail to address a root cause of poverty, especially in Africa.
