Policy requirements and approaches for sound land management

Over the last twenty years the former Socialist countries in Central Europe, Eastern Europe and Central Asia have undergone radical changes in their land administration and management systems. They have generally allowed private ownership of land and property and adopted free market principles. They have progressed from systems that emphasized central control over the ownership and use of land and property to systems that try to facilitate the real estate market in a market economy. Many of these countries now have some of the most advanced systems in the World. It is no coincidence that over the same period their economies have also improved dramatically. The presentation looks at the experiences and identifies the remaining obstacles to good land management, taking the policy, institutional, legal and procedural issues as the focus. The rural-urban linkage is addressed.
