This research, contains a literature review, constructive analysis and initial bases of a future structural framework which will serve as reference to achieve global sustainable goals determined by the United Nations. The entirely document is an introduction which follow a planned manner and step up series of policies to balance the unseen & latent upcoming phenomena related with risk investment & unrespect rights that affects landowners surrounding the Port of La Union, El Salvador. As the Port is likely to implement in the nearest future a potential infrastructure development project called (Exclusive Economic Zone [EEZ]/ Industrial Park), the fear of non-inclusion among the so called “less protected citizens” in the said Port and its surrounding areas linking the mega infrastructure to participate from the negotiations in a fair way, opens the doors to analyze the security investment and social issues that such negotiations creates for the forthcoming of the country and their citizens, even though up to the date of this document has not appear such matter, there is no excuse to point out its occurrences.
