Principles and procedures of real estate management in Poland after 1990

The transformations in Poland since 1989 have initiated the development of the principles of state- and local- government-owned real estate management. The rules of the market economy have been introduced to the real estate sector. This study presents the qualitative and quantitative characteristics of real estate resources, especially those owned by the state and local administration (communes). It presents the principles of managing the real estate and the effect that public entities have on the real estate market. Legal regulations have been in force in Poland since 1997 concerning the services provided by real estate market by property appraisers, real estate agents and real estate managers. Professionals in these three categories are legally authorised under real estate management law to service public real estate resources. Public entities (especially government and local administration) still exert considerable influence on the level of real estate transactions, as recorded every year by the Town Development Institute.
