Selective implementation of cadastral reform

Cadastral reform is generally implemented selectively. This approach requires the consideration of the total system characteristics at the planning stage. The particular considerations are identified and discussed in the context of reform implemented in St. Lucia and initiatives taken in Trinidad. Salient features of both are contained in the appendix to this paper.
