The requirements of planning, safety, economy and the legal status have again and again called for a standardized documentation system for underground mains. As early as 1960 the German Cities' Assembly (Deutscher Sttdtetag) tried to achieve the desired standardization on the basis of the official municipal records of land and buildings by recommending the establishment of a cadastral plan of streets. For various reasons this aim was, with few exceptions, not reached.
