The future competiveness of the Turkish agricultural sector will have direct consequences upon one fourth of the population where farming is the major or sole source of livelihood. These approximately 3 million households are primary and first links in the chains of national food security and safety. As known, agricultural production is dependent on factors including efficient and effective use of all inputs ranging from those natural resources as in land and water to well-trained human resources as labour at the production end and informed decision-making at the policy end. The financial aspects of the sector take several forms ranging from the incomes of the primary producers that often need government support in the form of various subsidies to either remain competitive in the sector or merely survive as the rural poor. The optimization in the use of all of the above mentioned inputss, by their complex nature, require sophisticated monitoring so that all players in the sector to make informed decisions. In 2013, the national roll-out of such a management information system has begun in Turkey. It has been designed and developed by domestic knowhow for the Turkish MFALLs as the one-stop agricultural Information system, TARBİLL. The TARBIL is operated and maintained under the mandate of the General Directorate of Agrarian Reform of the MFAL.
