Land and property are very important for human existence. They cannot be arbitrarily enlarged, frequently represents the basic means of subsistence, and often have a high financial value. A State Land and Property Act that recognizes its citizens' private ownership of immovable property in terms of the fundamentally free use and exploitation of that property accordingly determines with far-reaching implications for the economic system of that State. Immovable property is not merely the basis for the development of economic activity but is of economic significance as the object of capital investment and as security for loans.
