The evolution of the existing cadastres towards the multipurpose cadastre

The paper is based on material obtained from the various member countries through questionnaires. In almost all countries using cadastres, development is tending towards more multi-purpose utilization of these cadastres. This applies to countries in both east and west, irrespecitve of the political system concerned. Furthermore, in cases where cadastres have been established recently, they generally have been motivated by several factors, such as taxation, registration of legal rights, evaluation, land reforms, administration, planning, engineering work, statistics, etc. If a cadastre is established today merely for fiscal reasons, there are usually difficulties in keeping it updated. For this reason, the cadastre should normally be made up in such a way that it can form the direct basis for the depandable and legally applicable registration of rights to ownership and other rights. The designation system of the cadastre should be used in all registers concerned with land.
