The importance of land administration in achieving political objectives

In many countries in economic transition, the land restitution programmes will soon be complete and further progress in land tenure reform will be governed by legal and economic considerations. The land market has become the favoured instrument of land policy. It is time to review the role of government in the management of land resources and to highlight some of the benefits of sound land administration in achieving social, economic and hence political objectives. In so doing, this paper concludes with the need for integrated national land policies and echoes the UN ECE Guidelines on Land Administration by stressing the importance of integrating data on the ownership, value and use of the land in support of sustainable development.
