The Moldovan Bureau of Technical Inventory (BTI) : partial base for the national cadastre

The Republic of Moldova is one of the countries that became an independent state when the Soviet Union was split in 1991. Although most of the republic was part of Rumania in the interbellum (1919-1939), and the first language is very similar to Rumanian, the legislation regarding land and real estate was completely made to Soviet standards. Whereas private ownership of land did not exist in that system, personal ownership of (family) houses was possible, and even occurred quite often. In the more urban areas such houses are registered in the so-called Bureau of Technical Inventory (BTI), which can also be found elsewhere within the former Soviet Union. The paper discusses the traditional functions of BTI, the present situation regarding this bureau, and the place its staff and information could play within the proposed new National Cadastral Agency.
